Netzer-Russell Consulting, LLC. (NRC) is a California company and small business founded in February 2000 with the goal of providing unique professional engineering, information technology, and management services to both the U.S. Government and commercial clients. With its home office located in Ridgecrest, California, NRC has focused its technical support services in the areas of network centric warfare, test engineering, systems engineering, system/software development, and program/project management support to the Naval Air Warfare Center Weapons Division.

As a local Ridgecrest company, the founders are committed to the mission and goals of the Navy and the long-term success of China Lake's support to the fleet. NRC employees, many of whom have won awards for their service, have an average of more than 16 years of service to a variety of Federal, State, and commercial entities with the founders of the company each bringing over 20 years of experience and support to the Navy at China Lake in the areas of system acquisition support, development and operational test, and programmatic support.
