EXPERIENCE

Research and Development
NRC employees document procedures and specifications necessary to transition Research and Development program into commercially feasible "ISO9000-like" project. Correlate specifications with pertinent ASME, ASTM, ANSI, and OSHA standards. Engineering support for all aspects of Physical Vapor Deposition process, sputtering target specifications, evaporative material selection, and film substrates.

Engineering, System Engineering and Process Engineering Support
NRC employees document processes and procedures for both a prototype and large-scale manufacturing facility. Develops specifications to support each step in the manufacturing process to include: scope, applicable documents, detailed requirements, quality assurance, and packaging requirements.

System Design Documentation and Technical Data Support
NRC employees perform Systems Engineering Process definition, documentation and implementation. Practices "Rapid Process Modeling" techniques and development of process charts and modular process guides. Documents technical system descriptions, users guides and manuals, and related technical documentation of an engineering nature. Uses Software Engineering Institute (SEI) Capability Maturity Model Integrated for Systems Engineering environments, and the development and implementation of technical processes and "best practices" to meet SEI maturity level assessment criteria.

Software Engineering, Development, Programming, and Network Support
NRC employees perform program oversight for Joint Mission Planning System (JMPS) as it directly applies to F/A-18 and EA18G. Provides technical assistance to F/A-18 programs, current and future, regarding direction of F/A-18 and Naval mission planning in general. Provides F/A-18 mission planning documentation and troubleshoot system anomalies.

Information System Development, Information Assurance & Information Technology
NRC employees function as the primary system administrator of all Windows-based workstations and servers, the Lab asset systems, and Digital Equipment Corporation (DEC) Alpha Workstations and Servers in the F/A-18 Weapons System Support Facility (WSSF).

Interoperability, Test and Evaluation, Trials Support
NRC employees provide interoperability test and evaluation oversight for three NAVAIR Laboratories supporting the Distributed Engineering Plant. Coordinated test services with the E2C facilities in San Diego, CA and Patuxent River, MD; along with the F-14 Laboratory at Pt. Mugu, CA. Provided test and evaluation support to these simulation laboratories to test, in a distributed environment, the overall Battle Group tactical network capabilities for the purposes of identifying potential interoperability problems prior to deployment. Other duties included NAVAIR support/representation to the Joint Distributed Engineering Plant.

Program Support
NRC employees provides project management planning, execution, and control functions for the development and qualification testing of advanced thin film coatings in support of the Naval Air Warfare Center Weapons Division, China Lake, CA. Provides program support for transitioning an advanced materials manufacturing facility from and research and development environment to a fully operational DoD acquisition-based production facility. Areas of focus include the development of program plans, feasibility studies, cost/benefit models, product and process specifications, schedules, work breakdown structures for cost control, and overall planning services. Participates in technical interchange meetings, planning meetings, test meetings, and program reviews and keep the customers apprised of program status.

Administrative Support
NRC employees support the Survivability Division with information handling support services. These included, timekeeping using the Standard Labor Data Collection and Distribution Application (SLDCADA) database, Travel Orders and Travel Vouchers, tracking office supplies, updating training database for 95 employees, data entry, schedule conference rooms, Video Teleconferencing (VTC) and equipment, visitor requests, Plant Property Account, library and configuration management, maintain desk top procedures, generate meeting minutes and data transmittals
